If one of the differences in the 18b and 18c engines is the size of the cylinders with those of the 18b being larger- would it be beneficial to have hardened (as in a Bensons block job) cylinders of the 18b size put into an 18c block with pistons that keep the compression at the stock level for an 18c?

no, the difference is in the stroke not the bore. the B18c has a shorter stroke by about 2 mm. this was done to achieve a better rod ratio for the higher revving engine. I would rather have the better rod ratio then the extra 55cc's or whatever the difference is.
